Changes to M. bovis compensation from 1 January 2025

Decisions on claims for actions taken by the programme:

  • prior to 1 January 2025 will remain with the Ministry for Primary Industries (MPI)
  • from 1 January 2025 will be made by OSPRI.

From 1 January 2025:

  • farms not meeting the rules under the M. bovis National Pest Management Plan could affect eligibility for compensation
  • financial assistance will be considered for the costs of mustering outside of routine disease surveillance, and truck-washing if related to programme requirements.

What does compensation cover?

You may be able to claim compensation if you’ve experienced losses due to the M. bovis programme exercising powers or restrictions under the Biosecurity Act 1993, section 162A.

Examples of losses include: 

  • damaged or destroyed property
  • extra costs caused by restrictions on animal movements.

You may also be able to request reimbursement for some immediate on-farm operational costs you incur because of restrictions you are under. Examples include: 

  • additional transport costs
  • mustering
  • feed supplies. 

Who can make a claim?

To make a claim, you need to be the legal owner of the affected property, goods or stock. You’ll need to provide evidence of this. 

When can I make a claim?

You can claim compensation for 1 year from the date of the loss. If you experience more losses after receiving compensation, you can submit new claims.
